    what is the remedy if drift is a “problem,” i.e. avg hr during 2d half of workout is more than 5% higher than avg hr during 1st half?

    train at a slower pace? z1, not z2.

    If the decoupling is more than 5% and you are sure the test was a good one (followed the instructions) then you should re-test using a lower starting HR. This test is an iterative process and you may need to do it a few times to find the right starting HR. Try dropping that start HR by 5bpm and see what sort of drift you get.
